Full Screen option missing

If you see the pause button in the right upper corner, click it and the full screen option is available in the opened window.

Can you guys turn off that little notification that when you're in full screen mode, and you move your cursor to the top of the screen it tells you that you're in full screen mode? The little pop-up stays way too long and blocks my game. Also, are people really that stupid? Do they really need a notification that they are in full screen?
