Jenwil27_ Hot Spring Indulger

Our club is experiencing a real problem with cheating. I've encouraged the members to report the problem and the person they suspect of cheating but they seem hesitant because history has shown nothing will be done about it. Can you advise what to tell them? Cheating ruins the game for everyone, especially those who work and play hard at this really fun game. Thanks.
