This is a different bug, I've already reported it to Zupport. But that was a couple days ago and it's still an issue for me. Now I know I'm not the only one.
This evening I was able to click on a request which was "raise a ram". The request didn't show up in the vacant side like I thought it would. Anyway I bought a ram and raised it and I got the message that I had completed a mentor task and the message sent. I sincerely hope the person who requested the ram got the points. When I reopened the helping hands both sides are now locked up.
Yes, i have the same issue. I have reported to Zynga support and was informed that this is not a bug and seems like no one else has reported it. Please report as t might appear to be an isolated issue and not a bug. As for me, i will raise this issue again.
Thank you for sending a screenshot of the Helping Hands feature which you are unable to complete due to overlapped 24hrs text that prevents you form selecting another task.
Rest assured that our Team is now looking into this.
Was your Farmville's helping hands completely reset? I'm still at the bronze level having only completed 180 tasks. Mine is still locked up with the Queen of Hearts Tarts quest.

LOL! That was the "Whoops A Daisy" Helping Hands issue.
Appears this one is related to the Queen of Tarts task (that's the commonality I have noticed).

I sent Support request a few days ago. Please send yours as well. The more people who report it, the faster they might fix this bug.

Yeah that's about what I got from reporting the problem earlier. Also, because of this problem I've started back at day 1 which is not fair at all.
