How to turn zfriends into neighbors

I have several new zfriends now but how do they become my neighbors so we can help each other?

I am also new to this game... but i observe there are two options to make them neighbors...
1. there is "Invite" tab of your game window, click on it and it will list all your zfriends then u can send a neighbor request.
2. similarly there is a neighbor list bar bottom of your game window, there also you can click to invite...

I did it in both ways are worked for me, but those new neighbors are not listed in bottom bar... i hope they accepted my neighbor request.
