Issue with adding neighbors

Hi there, I have finally managed to find some friends, but I cannot add them as neighbors. They do not show up in the add window at all, though they do show up on my friends activity feed. Even when I search, nothing happens, they simply don't show up. Can anyone advise on this? I would be most grateful.

Oh, and I also attempted to activate the community neighbor feature but while it saves there is no tab and nothing actually happens.
If on FB they do need to be FB friends I do believe if trying to add there. And show in the area to invite them to be neighbors with your game
The Community area I think has had issues there with adding so whether a fix will ever be there who knows.

I'm not playing on FB so that's not an issue. It's simply that they show up in all the ask your friends or send your friends gifts, etc. but I cannot add them as neighbors. Lol, took forever to find them, now I cannot actually add them as neighbors.
