I can't add neighbours or send gifts

The title says it al.

When I click within the game "add neighbors", the "add neighbors" screen appears but won't load.
In the middle of that screen, a little "star" keeps spinning and that's it.

When I try to send gifts, it's the same problem.

What should I do to solve this?
