Who and when (time of day) and where ads appears is entirely up to the advertisers. For most players there are no ads available.
Its saying I need an app to view the ad.what ad are they talking about?and what time central time zone are they offering this?

I think that link is supposed to be for Trail Pay Support, something you would use if you did not receive FC after watching an ad, if that is what you want try this link:
