Why can't I place hay bales on Turtle Rock?

We heard that players are unable to place the regular hay bales on the Turtle Rock region. Our team has been made aware of this situation and is looking into it. For the meantime, players may use the Yin or Yang Hay bale as both can be placed on Turtle Rock. These hay bales may be redeemed from the Elemental Harmony Collections.
