  I'm not having that issue, but am having issue related to making resource requests. Sometimes they show up on my other accounts and sometimes they disappear and therefore have to make same request like 5 minutes later. Based on what I see with other friend requests I see many others have same problem

  I had this issue with one of my bases, it was fixed when I left the alliance and re-joined, maybe worth trying

  also sometimes there isnt even a button to select upgrade assist and your previous upgrade assist is missing from alliance. example you are upgrading a tower and clicked request assist then came back later your tower is still building and there is no request in the alliance for your assist and you cannot select another one..so you end up waiting full time for the tower to finish
