There should be a red Contact Us button at the upper right of this link.
This is a FaceBook disconnect, I don't think there is anything you can do, probably the neighbors will show up again eventually.
If you have non-playing neighbors that you wouldn't mind losing, you can try un-neighboring them (you can leave them as FaceBook friends) this should add other neighbors to the list of goods sellers, but you have no control over who it will add.
I don't think you can do that from Express, you need to play on a computer.

I believe that the "Live Feed" at the bottom of the App is enabled or disabled in the "Setting" Tab under the FarmVille field of play.
